As of 0:00, 24 June 2020, the total number of confirmed cases is 12,535 (including 1,491 imported cases), of which 10,930 cases have been discharged from isolation. Newly confirmed cases are 51 in total.

Of the 20 new imported cases, 1 is from America, 1 is from Europe (1 from Russia), 1 is from Africa, 1 is from China, and 16 are from Asia excluding China (4 from Iraq, 4 from India, 4 from Pakistan, 3 from Kazakhstan, 1 from Kuwait).

 

Related to the Russia-flagged ship (Ice Stream) that entered through Busan Port on 21 June, 1 additional case was confirmed. The new case was a crew member on Ice Crystal. In total, 17 cases have been confirmed. Testing is underway for 175 contacts.

 

Related to Richway in Gwangak-gu, Seoul, 3 additional cases were confirmed. The new cases were contacts under quarantine. In total, 205* cases have been confirmed.

Related to Sungsim Day Care Center in Dobong-gu, Seoul, 2 additional cases were confirmed under contact management. In total, 47* cases have been confirmed.

Related to a car enthusiast club meeting held on 15 June in Yeouido Han River area in Seoul, 5 new cases were confirmed. Investigation on the chain of transmission and contact testing are underway.

 

Related to door-to-door sales in Seo-gu, Daejeon City, 1 additional case was confirmed. In total, 58* cases have been confirmed.

In order to prevent importation of COVID-19 into communities through sea ports, stronger port quarantine measures will be implemented.

 

Stronger screening protocols will be implemented for ships entering from a high-risk country. Measures include investigation of places stayed in within 14 days, crew disembarking history, type of cargo and unloading method, and whether there are people presenting with symptoms.

 

Ship companies will be required to report to the quarantine authorities any crew member that has disembarked from the ship within past 14 days. Ships that fail to report people who have symptoms may be denied entry and/or imposed a fine.

 

Ship crew and workers should work in non-face-to-face or contactless methods. Masks should be worn during loading or unloading of cargo. Management will be strengthened to ensure better compliance with infection prevention protocols.

 

KCDC announced that the 9th edition of COVID-19 Response Guidelines will go into effect tomorrow. The revisions include addition of symptom-based isolation release criteria based on findings from epidemiological data and virus cell culture studies (which found that transmissibility is low after 10 days).

 


Isolation release criteria: Because of the nature of PCR testing, a person can test positive even when there is no infectivity anymore, causing prolonged isolation despite improvement of clinical symptoms. Therefore, in addition to the existing PCR test-based criteria, clinical progress-based criteria has been added.

Asymptomatic cases

Two consecutive negative results from PCR tests taken at least 24 hours apart, on the 7th day after the case was confirmed

If the result of the PCR test is positive on the 7th day after the case was confirmed, the next test date should be 7 days after the last test (i.e. 14 days from the confirmed date)

If result is positive, the next test date should be determined by the medical staff

Two consecutive negative results at least 24 hours apart

Asymptomatic cases

Must meet ONE of the following conditions:

Clinical progress: 10 days have passed since the case was confirmed, and no clinical symptoms during this period

Laboratory tests: 7 days have passed since the case was confirmed, and two consecutive negative PCR test results (after the 7 days) at least 24 hours apart

Symptomatic cases

 

Must meet BOTH of the following criteria, after at least 7 days since onset of illness

1) Not taking antipyretic, no fever and improvement of clinical symptoms, AND

2) Two consecutive negative PCR test results taken at least 24 hours apart

Symptomatic cases

Must meet ONE of the following conditions:

Clinical progress: 10 days have passed since onset of illness, and for at least 72 hours after, meet BOTH of the following criteria:

1) No fever without antipyretic

2) Improvement of clinical symptoms

Laboratory tests: 7 days have passed since onset of illness, AND no fever without antipyretic and improvement of clinical symptoms, AND afterwards, two consecutive negative PCR test results at least 24 hours apart

 

- Asymptomatic cases can be released from isolation if they (1) develop no clinical symptoms for 10 days after being confirmed with a positive PCR test, OR (2) receive two consecutive negative PCR test results taken at least 24 hours apart after 7 days since being confirmed with a positive PCR test.

 

- Symptomatic cases can be released from isolation if they, (1) after 10 days since onset of illness, do not have fever without antipyretic for at least 72 hours and show improvement of clinical symptoms, OR (2) after 7 days since onset of illness, do not have fever without antipyretic and show improvement of clinical symptoms and receive two consecutive negative PCR test results taken at least 24 hours apart.

 

Patient transfer criteria: In order to improve availability of hospital beds, new criteria and procedures have been added for transferring a patient to another room, another hospital, or to a residential treatment center facility upon improvement of symptoms.

 

- If the patient does not have fever for 24 hours or more without taking antipyretic and shows improvement of clinical symptoms and the physician determines that the patient can be transferred to another unit within the hospital, to another hospital, or to a residential treatment center facility, the patient may be transferred accordingly.

 

- If the patient is to be transferred, the municipal government of jurisdiction needs to reissue a notice of hospital admission/isolation specifying the change of isolation location.

 

- If the patient refuses to accept the notice of transfer, the patient will be required to pay the whole amount of the co-payment for the hospital treatment cost.

 

KCDC advised caution regarding recent increase in COVID-19 transmissions through business information sessions and promotion events.

 

- Direct sales businesses tend to have seminars or events selling or marketing health supplements or medical devices where a large number of people gather and come into prolonged contact with each other, making it easy for transmission to occur. Therefore, KCDC advises people to avoid such events.
