What is an infectious disease disaster?
An infectious disease disaster refers to a situation that falls under the definition of "disaster" according to the Framework Act on the Management of Disasters and Safety, which is likely to cause significant harm or risk to the life, body, property of the public, or social functions due to the spread of infectious diseases as defined in Article 2, Paragraph 1 of the Infectious Disease Control and Prevention Act.
What is crisis management?
Crisis management refers to the overall process by which the state plans, organizes, implements, coordinates, and controls resources to effectively prevent, prepare for, respond to, and recover from national crises.
Disaster management phases
- Prevention : A series of activities aimed at suppressing or preventing the occurrence of a crisis by removing or reducing crisis factors in advance
- Preparedness : A series of activities aimed at enhancing crisis response capabilities and strengthening readiness to respond immediately when a crisis occurs by planning, educating, and training for various matters that need to be addressed in a crisis situation in advance
- Response : A series of activities aimed at minimizing damage and reducing the possibility of additional crises or the escalation of a crisis by efficiently utilizing national resources and capabilities and responding quickly when a crisis occurs
- Recovery : A series of activities aimed at restoring the damage caused by a crisis to its state prior to the crisis, preventing recurrence through system improvements and enhancements based on evaluations, and strengthening crisis management capabilities
Crisis alert levels
- Attention: Signs of a crisis are appearing, but the activity level is low, indicating a low likelihood of developing into a national crisis.
- Caution: The activity of crisis signs is relatively active, showing a certain level of tendency that could develop into a national crisis.
- Alert: The activity of crisis signs is active, indicating a high likelihood of developing into a national crisis.
- Severe: The activity of crisis signs is very active, indicating that the occurrence of a national crisis is highly likely.
