Articles 9 and 10 of the WHO [World Health Organization] FCTC [Framework Convention on Tobacco Control]
FCTC Article 9 (Regulation of the content of tobacco products)
- The Conference of the Parties, in consultation with competent international bodies, shall propose guidelines for testing and measuring the content and emissions of tobacco products, and for regulating them. Each Party shall, where approved by its competent national authorities, adopt and implement effective legislative, executive, administrative or other measures for such testing, measuring, and regulation.

Mission
- To secure the capability for analyzing the components of tobacco product emissions and for testing clinical biomarkers at the level of an internationally accredited testing laboratory (ISO 17025)
- To conduct research to establish evidence related to the human health risks of tobacco, such as biomarkers for monitoring the level of direct and indirect smoking exposure at the national level
- To participate in collaborative research for the development of standard operating procedures for tobacco component analysis as a member of the WHO Tobacco Laboratory Network (TobLabnet)
